Throughout the 1930s British West Indian workers went on strike or rioted about inadequate welfare provisions and abysmal working conditions. The British government commissioned Lord Moyne to investigate the causes of labour unrest
and offer viable solutions. West Indians were ambivalent about the report’s recommendations as they did not adequately challenge the status quo.
